All You Need to Know About HACC Inspections in Cook County

If you own rental property in Cook County, you are likely familiar with the Housing Authority of Cook County (HACC) and the inspections they conduct to ensure properties meet Housing Quality Standards (HQS). HACC inspects properties that are part of the Housing Choice Voucher program, also known as Section 8, to guarantee they are safe, sanitary, and livable for tenants.

As a landlord, it is important to understand HACC's inspection process and requirements to avoid potential issues. HACC conducts initial inspections of new properties entering the program, annual inspections of all properties to check for any health and safety violations, and complaint inspections if tenants report problems. Properties must meet HACC's Housing Quality Standards (HQS) to pass inspection. The most common reasons for failure include:

  • Lack of hot/cold running water
  • Structural damage (holes/cracks in walls/ceilings, etc.) 
  • Pest infestation 
  • Inoperable smoke/carbon monoxide detectors 
  • Lack of heating/cooling system

To prepare for an HACC inspection, check that all areas of the property are clean and clutter-free, all utilities and appliances are in working order, and there are no visible signs of damage or pests. It is also a good idea to test all smoke/carbon monoxide detectors to ensure they are functioning properly.

If your property fails an initial HACC inspection, you will need to make necessary repairs within 21 days and schedule a re-inspection. Failure to address the repairs can result in removal of the unit from the program. For annual or complaint inspections, repairs must be made within 24 hours (for emergency items) or 21 days. As the landlord, you are responsible for the costs of any repairs needed to meet HQS.
