Who Needs an Elgin Rental License
Elgin's rules live in Chapter 6.37 of the municipal code. Any person, firm, partnership, or corporation operating, maintaining, or offering rental property in the city needs a license. That covers single family homes, condos, townhomes, and apartment buildings, and Elgin treats Airbnb and VRBO units, which are considered short term or mid term rentals, as rental property under the same ordinance.
If you're buying, watch the clock. A new owner has 30 days from the date of closing to apply, and licenses are not transferable. The seller's license ends with the sale, so build the fee and the inspection into your closing plan.
How Elgin's Program Came to Be
Rental growth is what pushed Elgin's program to where it is today. By 2017 the city had 5,136 rental licenses, a 254 percent jump from 2007, and was taking in 40 to 50 new applications a month. Back then a license cost $71 and renewed every three years.
In 2018 the city's Director of Neighborhood Services proposed raising the fee to $150 and moving to yearly licenses with yearly inspections. His case was that rentals made up 30 percent of Elgin's housing but 43 percent of its police calls.
That push became the revised program Elgin adopted in February 2020. The staff memo behind it called for one uniform checklist used by every inspector, recognition of short term rentals, higher fees for missed and repeat inspections, and a multiyear inspection waiver for owners who pass clean. Today the city has 4,218 rental licenses covering more than 12,188 units.
The Licensing Process Step by Step
- Apply and pay. Submit the city's rental license application with the fee. Expect to list room measurements for every unit, your off street parking spaces, and whether your training class is done.
- Get on the schedule. Once the fee is paid, the city schedules your inspection.
- Be there for the inspection. A tenant can let the inspector in, but our practice is to have the owner, the property manager, or someone from our team there to walk the inspector through. You answer questions on the spot, you see every item flagged with your own eyes, and you don't get hit with a missed inspection fee because a tenant forgot.
- Fix what gets flagged. Violations come with a correction timeline. If you have two or fewer minor violations that aren't life safety issues and you correct them within 10 business days, you still qualify for the extension.
- Finish the training. The landlord training class has to be completed within 30 days of the license being issued.
Every property starts with a one year license. Pass the first inspection clean with your training done, and you get a two year extension at no charge, which makes it a three year license. Licenses expire on the last day of the month, so a license issued March 5 runs through March 31 of the following year.
What Elgin Inspectors Look At
Elgin publishes a pre inspection guide for landlords, and you should walk your unit with it before the inspector ever shows up.
On the outside, inspectors check that grass and weeds are under 8 inches, the yard is clear of junk and garbage, household items aren't stored outside or on an open porch, and no commercial vehicles are parked in a residential area. Inside, they look at whether the unit is clean and sanitary, then work through plumbing, windows, paint, electrical, and overcrowding. The city has also called out unlawful basement units as a repeat problem at the same properties.
The Items We See Fail Most
After hundreds of Elgin inspections, two items come up over and over.
- Smoke and CO detectors in the rooms. Owners will have one detector in the hallway and think they're covered. Inspectors look for smoke detectors in the bedrooms and CO detectors near every sleeping area, and they test them.
- GFCIs that don't work. A GFCI outlet that won't trip or won't reset is a fail. Press the test button on every one in the kitchen, bathrooms, laundry, and exterior before inspection day and replace any that don't respond.
Both are cheap fixes. Missing them costs you a reinspection, a delay on your license, and a shot at the three year extension.
The Crime Free Landlord Training Requirement
Every Elgin license holder has to complete the landlord training class within 30 days of the license being issued. The application asks whether you've finished it, and you have to attach your certificate if the city doesn't already have it on file. The city's guide lists the class at $22.
The class grew out of the Elgin Police Department's crime free housing program. Elgin modeled its first version on Schaumburg's, and early on the city had to force owners into the seminars. The focus is practical, covering tenant screening, lease enforcement, and what to do when a tenant brings criminal activity to the property. Skip it and you lose the three year extension, so get it on the calendar the week your license is issued.

My Take on Elgin's Program
It works. Almost everything Elgin requires or looks for is something a good landlord should already have in place. Working detectors, working outlets, a clean unit, and a yard that isn't a junkyard protect your tenant, your neighbors, and your liability.
The owners who struggle with Elgin are the ones treating the inspection as the first time anyone has looked hard at the unit. If you're running your property the right way, the inspection is a box to check and a free second set of eyes. Pass it clean once and you don't see the inspector again for three years.
